Facade Fixes: should safety depend on height?
When it comes to facade remediation, the rules aren’t one-size-fits-all.
Different building heights mean different funding streams, approval processes and levels of scrutiny. But should safety standards really vary depending on how many floors a building has?
For Higher-Risk Buildings (HRBs) over 18m, there's a clear process. In London, funding comes through the Building Safety Fund, while outside London, the Cladding Safety Scheme (CSS) applies. These buildings must also go through the Building Safety Regulator (BSR) process, adding layers of oversight.
For non-HRBs (11m and above), CSS funding is available, but these buildings don’t need to go through the BSR process. And for buildings under 11m, there’s limited government funding - despite the risks.
This raises a big question: Should we apply the same level of diligence across all facade remediation projects, regardless of height?
A phased approach - such as separating works on ground-floor commercial units from residential areas - can help manage disruption and costs. But with safety on the line, a more unified, rigorous strategy could be the way forward.
